Upload to iCloud in Batches:
How many photos do you have exactly? How much space are they taking up? If you wanted to, you could upload these in batches to iCloud, and then download all of iCloud. The first backup should have everything currently in iCloud, the next batches sure enough would be just photos. Then from iXpand flash drive transfer the photos to an external hard drive.

Do you have a computer? On a Mac one can use the Image Capture application to copy over photos and video files. The photos show up like a directory and one can copy them by dragging to another folder. That other folder can be in a connected external drive. On a PC a trusted iPhone will just show up as "iPhone" initially, and selecting that will bring up the Camera Roll as a directory called DCIM where all the photos and video are in subdirectories for each day. But it would be easy to drag the entire DCIM directory to just copy everything in the camera roll.
Those don't necessarily transfer. They copy where the photos stay on the iPhone until you choose to delete them.

It's not strictly necessarily to use the Windows Photo App to be able to access iPhone photos on a PC. The entire DCIM top directory and subdirectories can be accessed through Windows Explorer. It's just another option that's not addressed in that support article.
You don't need that. Just connect the phone to the Mac and use Image Capture. All free.

I've copied over photos with a crude cut and paste on a PC. It's like looking at a digital camera storage card though, but it works.
