I recently upgraded to a phone with bigger storage, so I want to move all my photos from iCloud to my phone's storage, so that way I can stop paying the 50 GB iCloud plan. How can I move my photos from iCloud to my phone storage without losing any in the process?

Enable iCloud Photos on your new phone (Settings > Photos). Do not turn on optimize photos so that full-resolution photos download.
Once all of your pictures download, turn off iCloud Photos. Photos will then be on your device and you can safely downgrade your iCloud storage.

How can I know it’s done downloading them?
The iCloud status is displayed at the bottom of the library view in photos.
Thank you. I did this and turned off iCloud and everything is fine. Thing is, it still shows about 10 GB in my iCloud storage under photos even though I turned iCloud off. How do I get rid of those?
It will as those photos are still in the cloud. You can now delete those photos at iCloud.com/photos.
