My iphon’s upper part of the screen won’t respond to touch even after reset it twice

Does that happen in a specific app or throuh entire ui.Recently i faced same issue in upper part of YouTube app .
My iPhone’s screen isn’t responding to touch on the upper part, I have reset but won’t work.
