Apple Watch GMT watch face time zone won’t change

I have the GMT watch face on my watch, but cannot change the secondary time zone. I used to be able to change it by rotating the Digital Crown, but it no longer is working. I tried deleting and re-loading the face, but it hasn’t addressed the problem. Any ideas?
