you would need to sign up and pay for a data plan for an iPad - they are not phones. And, checking their site, it appears that they do not offer a stand alone data plan. you cannot activate an iPad with a plan for a phone - for one thing, iPads do not have phone numbers.

Apologies for the misunderstanding. It doesn't appear that iPads are listed on Consumer Cellular's website under Plans or Products and Services: Consumer Cellular. If you've contacted them, and they've said that they cannot activate the iPad on their network, you would need to find another network if you'd like to use cellular data.
