I can’t download the newest update. I deleted apps and deleted ICloud files and pictures. What do you think I should do?

You don’t need to delete pictures to save storage if you have iCloud. Go to Settings > Photos, and turn on Optimise iPad Storage.
You could also update using a Mac (via Finder), or PC (via iTunes).
