Blue highlights on Ipad

Since my last iOS update, my iPad has been showing highlights of parts of my outlook screen, the “forward” and “back” arrows, etc… and it seems quite random. I have seen the suggestions that I something is triggered in Accessibility, but nothing matches up with the recommended fixes. This is so annoying!
