Using my Windows laptop, I have to go to the browser to watch Apple TV Plus, but I can't find my purchased content. Is my library available on the browser? Or do I have to be using an Apple device to see my stuff?

On Windows, purchased content will be available in the iTunes application, not on the web.
On streaming devices, purchased content will be available in the Apple TV app, in the Library tab.
The website tv.apple.com is just for Apple TV+ content.
