Call forwarding not working

I am also with AT&T and call forwarding works just fine for me (iPhone 13 Pro, iOS 15.2.1).
One thing I’ve noticed is that because I have Dial Assist on, the number being forwarded adds a “+1” as a prefix after I enter and use it as a forwarded number.
So if you’re not using Dial Assist, I highly recommend you start using it.
It lets me put in number but then when I go back it turns call forwarding off . I called Apple they said it was my carrier .
I cannot think of any relevant iCloud related setting.
Other things to check that I can think of:

Do the Settings appear as they should (Settings > Phone)?
And do you see this at Settings > Phone > Call Forwarding?
I have almost same as you iPhone 13 pro max iOS 15.2.1 dial assist is on . I just got phone yesterday . I had the same trouble with my old iPhone . I was hoping new one it would work . The man at att was wondering if maybe it was in my iCloud but I have no idea how to check that .

I have att it use to work . Have been on phone with att they tried to get it working with no luck .
