I have iCloud storage but no phone storage

I can't figure this out. I have over 200 GB in available storage on iCloud and I keep buying more cause it tells me I am out. But it doesn't give me any more storage on my phone.

iPhone 11, iOS 14

They're separate. Delete or offload content from the iPhone.
