My Iphone 13 is asking me to double tap everything. I have called the tech desk, who suggested I do a factory reset, which I have now done three times and my phone is still asking me to double tap my passcode. When I do this , it tells me its incorrect and my phone is now disabled, can someone help me, without telling me to go to settings?

After restoring the phone using one of the methods above you can restore your most recent backup.
The problem you had was you had enabled VoiceOver. When it is enabled you must double-tap anywhere that you would otherwise single tap. You could have turned it off by saying “Hey Siri, turn off voiceover”.
