Signing in to apple id/activation error

I reset my ipad. Created a new apple ID. But when I sign in it says activation error.

Activation Lock Error I got a brand new iPad Mini Gen 6 today, and was going through setup fine. I got to the home screen and was starting to check the settings when suddenly I got a pop up that said "Activation Required." This took me to the activation lock log-in, which made me put my correct Apple ID and password in several times before giving me a screen telling me to connect to a computer and open iTunes. In iTunes it's asking for my Apple ID and password for Activation Lock purposes again, but every time I enter it correctly it just reloads the log-in page, until eventually I get pop up saying my activation information is invalid, which doesn't make any sense to me. I've read about deleting the device from iCloud to get past this but I would ideally like to use iCloud and don't know if this will crop up again if I reconnect. Help?

Unable to complete your activation at this time I have a iPhone 4 and it had an activation lock so I logged in to iCloud and went to find my and erased my device and a popup said it would remove the activation lock. I agreed to it and pressed continue. After that when I open my iPhone 4 its showing an error"Activation error Activation request could not be completed.Please retry activation later" when I go to iTunes and connect the device It also shows an error called"We are unable to complete your activation at this time. Please disconnect your iPhone from your computer and reconnect it later and we should be able to activate it. How did you perform the reset? Simply resetting an iPad and creating a new AppleID will not remove the Activation Lock.
