Hello, HeartwoodCasework!
Welcome to Apple Support Communities! From your post, it sounds like you're unable to view all of the contents from your Apple ID > iCloud screen on your Mac. We'd like to take a look and see how we can help.
The steps you've taken so far are very helpful! We'd like to confirm, are you able to resize windows from other applications or options within System Preferences? If so, we recommend going ahead and restarting your Mac so you can help refresh the system which can help issues like what you're seeing.
If you're still unable to load the content in iCloud settings, we recommend continuing with booting your Mac in safe mode. This is a way to start up your Mac so that it performs certain checks and prevents some software from automatically loading or opening, which will also help if this is software related. Please use the following support article to boot in safe mode:
How to use safe mode on your Mac - Apple Support
Be sure to restart your Mac normally once testing to see if the issue persists in safe mode. Should it continue, feel free to reply with the results for continued support.
Warm wishes.
I was able to successfully reboot into safe mode and confirm the issue does not occur in safe mode. I also cannot manually resize any windows. I assume this means its something software-oriented that is third-party related. How can I go about troubleshooting which software is to blame?
Thanks,
Thanks for the reply.
We're glad to hear you're able to boot in safe mode and the issue doesn't occur. Can you confirm if you restarted normally and if the issue persists when rebooting?
If it persists after restarting, but not in safe mode, we recommend continuing with the steps under "If the issue doesn't continue in safe mode" from the same resource we sent previously.
"If you still need help, please contact Apple Support."
All the best.
