How to Disable Elastic Scrolling

I am looking for a way to disable elastic scrolling in Mac OS. For me, the scroll bounce is distracting and pointless. I have searched countless forums and articles which seem to elude that this was once an option but I cannot find any way to disable this behavior in modern versions of Mac OS.

The overflow scrolling is disrupting my experience in the browser and other areas of the OS. I am really hoping that there are options that I have not yet found.

In the terminal:

defaults write -g NSScrollViewRubberbanding -int 0

To re-enable:

defaults delete -g NSScrollViewRubberbanding

It doesn't seem to work in Safari, but works in MS Edge.
