Had a company Outlook account; changed companies; locked out of that account by company, as per their employee policy. Without realizing I would be deleting contacts also, I deleted this account from my iPhone. Need help to restore the contacts. No luck with ICloud.

No, that is not possible. That company has also deleted your Outlook account, because it is linked to that company.
The account has not been deleted yet; I am just locked out of it.
