Wrong language in apple store/books

I recently bought iPhone in Moscow, Russia, i live here. Some years ago I was living in Netherlands and bought iPad there. The credit card from Netherlands that I was using is no longer functional for long time. Now in Apple Store and Books and some other places I get all books/apps and comments in Dutch language that I don’t know. Is it possible to fix it for russian or english?
