Help resetting the EFI Boot

I tried to change my EFI Boot partition in terminal to get the boot screen on a non flashed GPU, and after doing so, it won't reboot properly when you select restart. If you shut down and reboot it works fine.

I've since switched to a different GPU that is flashed but want to get rid of this restart problem.

This is in a MacPro 5,1 12-core 3.33 GHz running Mac OS 10.14.6 (Mojave) using an AMD Radeon RX480 8GB GPU for which I do get the Apple Boot screen.

One other thing since I changed the EFI boot it always comes up with the choice of startup disks without holding the option key.

I have done a PRAM reset and I had already done the 3 in a row with no luck.

I just tried 3 Different cards in this 12-core and they all do the same thing.

A then tried them in a 6 core and it boots perfectly upon restart. Same exact setup but on a 6-core.

I'm beginning to think that it's the 12-core configuration. I've tried removing just about everything I can think of.
