I have been charged .99 a month for months for iCloud storage.

I am not sure which device this charge is being applied to.

1. Because it's tied to your Apple ID, and available to all units signed into it.

2. If you got an email receipt, use the 'Report a Problem' link in it. Otherwise, click here and ask the iTunes Store staff for a refund.
