Trying to set up a replacement iPhone that has been lost. I can't get a verification code because I don't have the old phone. Can you help?

When you set up 2 factor authorization it was recommended that you add alternate trusted phone numbers (which don’t have to be Apple devices) to receive codes. If you did that tap or click on the “didn’t get code” and you can choose one of your alternate numbers. If you didn’t set up any you will have to initiate an account recovery process→How to use account recovery when you can’t reset your Apple ID password - Apple Support
