Need help upgrading Icloud

I want to upgrade my Icloud but when I try, I get this message: "You cannot manage your storage right now. Try back later".

MacBook Pro 13″, macOS 10.12

First check the iCloud storage Check your iCloud storage on iCloud.com - Apple Support

If required upgrade the storage plan Upgrade to iCloud+ - Apple Support

And then manage iCloud storage Manage your iCloud storage - Apple Support
