It's Time to Upgrade:
The hardware is insufficient of running today's iOS versions. In 10 years, you'd likely see the same for versions of today's market. So, upgrade to a new iPad.
Where to Get Updates:
Important: Don't get updates from anywhere but the App Store or the Developer. iOS9 is obsolete, and no loger has updates provided for it, thereby making it highly unsafe and less secure. So, once again, upgrade to a newer iPad. Find the Developer's Contact US information in the app's site of the App Store.
