how to delete photos out of icloud storage

i don’t have enough storage in my icloud how do i get into the icloud storage where i can delete the photos to have more storage

If you have insufficient space in iCloud the better option is to buy more space. If you delete photos from iCloud they will also be removed from ALL your devices participating in iCloud Photos. Perhaps that is your intention?

iCloud Photos is not a storage space, it is a syncing system.
