Differences between IOS Books and Macbook's version

Why does my iPhone Books app read and take notes on my PDF's but Books on my MacBook needs a third party reader? Example: I can add notes and highlight text on pdf's that my iPhone is reading on the Books app. On my MacBook, I can open those same pdf's in my Books app only with a third party PDF reader. The PDF reader can see the highlighted text etc. Why can't my MacBook just read and interact with the PDF like my IOS does? (both are updated to Mojave).

MacBook Pro 13″, macOS 12.1

Hi Tom,

I apologize I am updated to 15, Monterey, my mistake. I have five classes that just started and am working to keep all the information straight which is why it would be helpful if iOS books and MacBook Books were more seamless. If I download and read a PDF on my iPhone - I can highlight and take notes within the books app. On the MacBook it is not that way. I can open the same PDF with Macbook's Books app and see the highlights I made in iOS on the PDF, but only through a third party PDF reader. Books on the MacBook doesn't itself read or edit the PDF's.
