Hello, I understand when you purchase a new apple item then you get complimentary Apple TV pls, however as I have other apple devices I am not being offered this. I only got my new phone today and was looking forward to the free Apple TV plus access

There's only one Apple TV+ offer per Apple ID or Family Sharing group. If you haven't used it, click here for information.
