I logged into iCloud.com and removed the Macbook but I am still getting the error. Is there another way to install the OS? Can I use my new macbook?

Yea it is. I restarted it several time even waited a few hours. I connect it to my WiFi, When I try to do a internet recovery it runs for a few minutes but gives me the error right when the progress bar gets to zero.
TRy it again with
Command-Option-R
... as stated in the article.
Thanks. I removed it from the find my iPhone app and it’s still giving me the same error.

This last time it didn't ask for the wifi info, it connected on its own but it still showed -1008F
were you using the recommended Comman-Option-R from that article?
Yes. Command R.
That did it (Command-Option-R). Thank you so much for your help! It is now installing macOS Monterey.
