It has to be a wifi network, not personal hotspot. Which are you using?
I have this issue too, but don't have another internet network to connect to. How do you get past the internet connection error when all is set correctly?
I had this problem updating 15.3 a couple days ago. I turned off both devices and turned them back on. It worked. If it doesn't for you, try offloading some apps to clear out some space.
