Windows open off screen
Windows very often open partially off screen and are not draggable.
I can select view fullscreen and then resize, but that is a waste of time.
How do I prevent this problem

I haven't changed resolution.
It often happens when I boot up.
A window will be partially off screen and I can't grab it. I have to go to view and full screen and then resize to make it properly visible. It's continued over the last several updates.

Have you recently changed your display resolution? You mentioned that some windows are not draggable, do you mean apps that are running, folders and files, or both?
Do you show any updates available? If so, let's start by making sure you're using the latest software: Update macOS on Mac.

Let's try starting up your Mac in Safe Mode, to see if there is any change: How to use safe mode on your Mac.
Keep in mind that Safe Mode loads up the minimum amount of system resources to start your Mac, so it may look slightly different. What we want to check is if the folders and apps you're having difficulty with still persist in this mode, as it will fix the issue at best, and eliminate some possible causes at worst.
If the issue seems to have gone away in Safe Mode, restart normally. Safe Mode automatically refreshes some system assets, and we'll want to test with a regular boot to see if the issue has been resolved.
If there is no improvement, from here your best bet will be to Contact Apple for support and service.
