All of my programs open covering only about 80% of the screen. I know how to make them bigger but I want them to open that way. I'm not talking about full screen, I just want them to extend to the sides. 2018 MacBook Pro with Ventura 13.1

When you say you "closed them completely": did you quit the application, or did you close the window?
To be more precise: if you enlarge the window the way you like it - say, in Safari - and then immediately quit Safari WITHOUT closing the window, and then start Safari again, does it not come back full size?
Do you have enabled "Close windows when quitting an application" in System Settings->Desktop & Dock?
Try turning that off.

”programs” do not “cover” the screen, windows may. What are the programs in question? If you resize a window to the desired size, then quit and relaunch the program *without closing the window*, it should come up with the same size.
I have quit both ways after I adjust the app to full width. Close the window then quit from the dock or just quit from the menu bar.
Turning off close windows when quiting an application seems to have worked, thank you. I don't remember ever turning it on but maybe I did, the Ventura update might have defaulted to that. Either way it seems to be fixed.

when launched, Safari, Photos, Excel, Word, Music, Calendar etc all open 2/3 rds. screen. I have resized them by either dragging them open or option dbl. click, then closed them out completely and reopened only to be 2/3 rds size. Seems like it started with Ventura. I added a screen shot. They always opened across the width of the screen in the past.
No I spoke to soon, still not working.
