iCloud lock on a phone I bought from eBay

is there a way that I can bypass the iPhone iCloud lock on this iPhone 6. I've had the iPhone for about 3 years and im trying to get in contact with the owner of the iCloud email that its accosted too.

Not without reaching that person. It's an anti-theft measure.

If desired, ask eBay for a refund.
