Since updating to 15.2.1 I can’t make calls to mobiles where I have a country code prefix I front of the number.

Cannot make an international Call from my iPhone XS After 3 rings I just get the message "Please dial the number you wish to call followed by the # sign". My carrier assures me that my account/network have been activated. I am using the number from my Contacts with the + sign in front of 011 then the country code, in this case 44, then the number. I have tried with and without dial assist. What am I doing wrong?
