Cannot make an international Call from my iPhone XS

After 3 rings I just get the message "Please dial the number you wish to call followed by the # sign".

My carrier assures me that my account/network have been activated.

I am using the number from my Contacts with the + sign in front of 011 then the country code, in this case 44, then the number. I have tried with and without dial assist. What am I doing wrong?

Finally able to call. Had to change to 3G from LTE ( Settings/Cellular/Cellular Data Options/Voice and Data) and then can use my Contacts. Still have to use +011 44 though. Will try +44 next.

That message isn’t originated by your iPhone. It’s from your carrier or a carrier of a contact you are trying to call.

Try call different number to see if same thing is happening and ask your carrier about it; it’s them who should know best what’s going on.
