If not, this article shows how: Identify cloud status icons in your music library on your Mac or PC - Apple Support If all applicable devices have Sync Library enabled, you could see if restarting all devices involved may help reflect your music library (including your smart playlists) properly.
To confirm, are you sharing the same Apple ID with your daughter? We're wondering as you stated she sees the smart playlists on her phone, but not on her computer.
