If Touch ID isn't working on your iPhone or iPad - Apple Support
If this does not work, and to rule out an iOS software issue, set it back to factory settings, without using the latest backup. Then set it up manually and see if Touch ID can be used.
Restore your iPhone, iPad or iPod touch to factory settings
