Shortcuts Not Triggering Notifications (macOS Monterey)

I've been trying to attach a Notification to a Shortcut in the Shortcuts app on Monterey.

The "Show Notification" shortcut does not display a notification when run.

The AppleScript to "display notification" also does not display a notification when run.

When I check my settings in System Preferences, there are no notification settings available for Shortcuts.

What am I doing wrong?

When I was playing around with it about a month ago, I added a notification and it popped up.

When I tried it now, it doesn't show the notification, but it does appear in the Notification Center when I open that.

I can't figure out how to enable it, either.
