Do I need to remove the SIMS card before returning my IPad?

Yes. If you have a WiFi+Cellular model of iPad with a SIM installed, this should removed from the iPad before giving away or sending for service. The SIM card is the key to connecting with your contracted Cellular Service - and should be transferred to a replacement device.
