Transfer to new IPad

I have an old iPad Air that I purchased in 2013. Tonight I received my new IPad Air (4th Gen) but I cannot get the data to transfer. It keeps saying that I need IOS 14 or higher, yet the introduction says you need IOS 11. Has anyone had a similar problem?

Also when that message doesn’t come up and I select transfer from old iPad nothing happens then after a short while it comes back to select how you want to transfer. Have reset to original settings and retried numerous times.

Try some method other than Quick Start.
