FaceTime uses cellular data even though its turned off

Greetings,

I have my FaceTime cellular data option turned off under Cellular settings on my iPhone 12 Pro running iOS 15.2.1. However, while making a FaceTime call, I notice that it switches occasionally to cellular data when the wifi signal is weak. Is there something else I need to turn off to completely stop FaceTime from using cellular data?
