Yes, an iPhone can be seen on a Mac in Find My provided it is signed into the same iCloud account as the Mac or the location is being shared as a Friend device.

The Mac must be running macOS 10.15 Catalina or later to have the Find My application.

See Locate a friend in Find My on Mac

You can also use the Find My service on a (supported) web browser on any Mac or PC by signing into icloud.com.

Apple has a support page with some clearly written details on setting up and using Find My: Find friends and share your location with Find My

and for missing devices: Use the Find My app to locate a missing device or item.
