I am not able to restore my iphone 13 pro through a back up I have saved in my itunes because it says "ios is out of date". however, I have booted the phone and updated it then restored it to factory and it still will not allow me to do it. any thoughts?

Hmm, after all of that, if you go to: Settings > General > Software Update. Is anything listed? If so, try the update again.
