My iMac froze halfway to restart after downloading Monterey. How can I restart?

Shutdown and Restart holding the Shift Key This is Safe Mode and may or may not allow the upgrade process to complete.

Shutdown and restarting holding the shift key restarted the computer.

The computer froze when when prompted to restart. The restart bar froze halfway on the screen.
