I'm living in Europe in Romania, my uncle stays in US NY, last week a bought me a Watch Series 7, GPS + Cellular, 45mm, today I've received the package. But I had the unpleasant surprise to find out the US model is not compatible with Europe cellular plan.

Then send it back to to your uncle. Some simple research on his part would have informed him a US bought Apple Watch is supported in the US, Canada, Mexico and Puerto Rico and nowhere else.
You can use the watch as GPS only if you want. But if you want a watch which is GPS+ Cellular, you'll need to purchase the watch in your country. It also appears Orange is the only carrier in Romania who supports Apple Watch, so your carrier for your iPhone would need to be Orange if you buy an Apple Watch GPS+ Cellular in Romania.
PS: You need to get the watch back to him quickly as there is a 14 day return window, which if missed, the watch can't be returned for refund.
