Grandparents want to replace their old Mac laptop buy a new Air. Will folks at Apple Store help them transfer their files (photos, contacts, keychains, et.al.?)

Some stores are not offering those types of services and some will (pandemic related). So, best to check with the particular store they want to use.
As I said, it depends on the store. Here is one that does not currently offer personal setup (in WA state)
But there are others that do.
