if my husband want to join family sharing and has apps like final cut pro, will we all be able to use the app, or does my husband have to be the organizer of the family sharing in order for that to happen?

Each member of a family sharing group can optionally share their sharable purchases. It doesn't matter which person is the organizer. While Final Cut Pro is eligible for family sharing other purchases might not be.
