Can't verify identity for Apple Cash

After using Apple Pay and cash for a year and a half for some reason it wanted to verify my identity and scan my ID which I did everything is corrected matches as far as everyone can tell but it keeps failing the verification and I spent three hours on the phone with Apple Cash representatives and still no success any ideas? Coincidentally their server in my area has a glitch and he keeps having me enter my Apple ID password but yet they say there's no connection but it seems like a coincidence to me..

Dont get an attitude, we are volunteers.
There are a ton of people who somehow was able to use it underage and get upset when they are found out.
I am eliminating the easiest step.
Did you have the Apple person close the Apple Cash account and reopen it?

Sorry about that yes I talked to them for about four hours over two days and I can't seem to figure it out I don't know why they just can't override it. And it's an Apple Cash Greendot specialist green dots they're banking partner but I'm trying to see if I can talk directly to Green Dot nobody seem to really know who's actually doing the verify.
