iPad Mini 4 won't download movies

I am unable to download movies I purchased on the same iCloud account using a different device and I am unable to download a movie I purchased yesterday (Jan 26, 2022) using my iPad Mini 4.

In each case, I get a long period of downloading (well over an hour) followed by "unable to download movie at this time".

Is Apple trying to force me to buy a new iPad?

can't download a paid movie on my iPad mini I just bought an iPad mini for my daughter and i am trying to download the movies, I have paid, and she is allowed to see, but the download button does not do anything and even when i press Play, the pop up menu says : There's a problem loading this content.. what is it? how do we solve it? Why can't I download Netflix movies on my iPad mini 4 but I can on my other devices? Very annoyed. Every time I try to download movies on my iPad Mini, it says that there are too many downloads on my devices when in fact there are no downloads on any other devices within the people using my account. It works on my iPhone XR, why doesn't work on my iPad mini? Did apple update something behind iPad mini owner's backs so we can't download movies through streaming services to get us to switch to the newer models or is this an issue on Netflix's end? Anyone else having a similar issue with Netflix on their older devices?
