Got new iPad mini but can't get it to complete restoring apps and data. Stalled saying it needs 200 MB, but nothing is happening. All the photos haven't loaded - stalled since yesterday morning.

Try a long-touch (i.e., touch and hold) on any App that appears to be stuck; next select Prioritise Download.
This should kick-start and complete the App installation process.
Photos is a built-in App.
You mentioned that is was Apps being downloaded/installed from the App Store that have stalled. It is these Apps that are perhaps inhibiting all downloads - and it is one of these Apps that you will attempt to prioritise download.

Thanks for your help. When I do a long hold on the Photos icon I don’t get the option of “prioritize download” just asks about editing Home Screen. ?
