How do I transfer iPhone contacts to my iPad

Assuming that both your iPad and iPhone are signed-in to iCloud with the same AppleID - simply enable Contacts in iCloud for both devices:

Settings > [Your Name / AppleID] > iCloud > Contacts - set to ON

You can similarly synchronise other services.
