My Mac turns but just has a wheel that keep spinning. I tried the PRAM restart and then a flashing mouse and wireless keyboard (which I don’t use) flash back and forth? How I fix this to keep try and running the PRAM restart? I changed the batteries.

When I try to do the PRAM restart it turns on and a mouse and wireless keyboard (which I don’t use) keep flashing and it won’t move from doing that even after continuing to hold command option P and R

Use a wired USB keyboard to do items like PRAM resets, Safe Mode restarts, restarting in the Recovery partition. Any inexpensive USB keyboard and mouse will work just fine.
