The front & rear camera take grainy blurry photos and videos; almost like old pixelated flip phone photos. I’ve tried changing lighting settings, tried every combination of feature settings turned off and on, tried cleaning the lenses. Are these low quality photos and videos normal or is my iPad defective?

It's hard to say for certain if this is expected as various factors play in to photo quality. If you believe that the camera quality is not what it should be, you'll want to reach out to Apple. They'll be able to look in to that with you and determine if everything is working as it should.
