As mentioned in your previous discussion, you would have to switch the country settings, to download the game, if it is not available in your country. In order to do that, you would have to have a payment method and billing address in the desired country.

If you set up an Apple ID, you will need a place of residence in that country and a credit card or bank account, that must have the same address.

In case you want to change the country for your Apple ID, you will need the same in the country of your choosing.

If I have a french Apple ID, for example, and want to switch to the USA, I will need a valid address in the USA and a credit card, that also states, that I live there.

Also, iTunes Gift Cards are only valid in the country where you bought them. For example, if you buy and use iTunes Gift Cards for your french Apple ID Account, those Codes for redeeming can't be used for an Apple ID registered for another country.

You would have to buy iTunes Gift Cards in the USA, to be able to use those with your american Apple ID.

And some purchases might require that you have a credit card on file, even if you use Apple ID balance to make the purchase.

Same if your payment method is set to „None“, you‘ll have to have a residential address in the desired country.
